Good Practice & Thematic Topics

The INTERREG IVC programme encourages regional and local authorities to enhance development through learning from the experiences of others. The successful experiences gained from good practice in the different partner regions are identified, analysed, discussed, and in such way can be spread throughout Europe.

Various methodologies, programmes, projects and techniques were defined as good practice to improve the protection of cultural heritage assets and related landscapes. The good practice identified by the HISTCAPE partners not only focuses on the protection of cultural heritage assets, but also has been proved to increase the efficiency of sustainable management by responsible bodies and to measurably stimulate a dynamic view of cultural heritage in European regions. The transferability of selected good practice will be tested and verified in pilot actions taking place in 6 partner regions.

The good practice identified in the project also will be the basis for a common methodology for developing policies and recommendations for the protection of rural heritage assets at both a regional and European level.

Description of Thematic Topics in the project HISTCAPE

TT1 Identification and valuation of technical practices for the recognition of cultural assets

Thematic Topic 1 is related to the recognition of cultural heritage assets for the improvement of protection of cultural heritage values in rural or disperse areas. The good practice examples identified by the project partners in this thematic topic are related to technical practices for the recognition of cultural heritage assets and tools and methods for the characterisation and classification of cultural values and the division into different protection levels. Out of the good practice identified in TT1 a common methodology for the recognition of cultural heritage assets and landscape heritage in rural areas and to improve the effectiveness of protection policies will be identified.

TT2 Protection instruments for cultural assets defining a common framework of cultural heritage elements

Thematic Topic 2 is related to protection instruments for cultural heritage assets. The effectiveness of the legal frameworks in the different countries and different aspects of the protection policies were examined as well as the structures and organisations of regional and local authorities to develop policies for the protection of cultural heritage and landscapes. The good practice examples identified by the project partners are related to innovative protection instruments for cultural heritage assets (legal framework, protection policies, etc.), show how protection instruments work in the different regions and define new models of financing and attracting investment in cultural heritage assets.

TT3 Vertical governance and administrative complementarities by soft vertical procedures and common protection tools

Thematic Topic 3 is related to vertical governance structures in cultural heritage protection that improve the efficiency of sustainable management of cultural heritage values by responsible bodies. The interaction between national, regional and local authorities and also the rule of private owners of cultural heritage was examined by the project partners and good practice examples were identified. These examples show:

  •  concepts for the coordination between different levels of policy, government and administration
  • soft vertical procedures for cultural heritage protection
  • the allocation of decision-making powers in the administration and the involvement of public organisations
  • concepts and examples of cooperation between public and private bodies.

 Out of these GP success factors for vertical governance and administrative complementarities can be derived.

TT4 Community support in protection: horizontal governance, involvement and empowering the community on local cultural heritage management

Thematic Topic 3 is related to the topic of community support in cultural heritage protection. Horizontal governance structures and methods for community involvement and empowering the community on local cultural heritage management were the main fields of interest in this thematic topic. The good practice examples identified by the project partners are related to awareness-raising activities and community involvement as a factor to support cultural heritage protection and show:

  •  how to involve the community and local associations
  • how to raise the interest of the general public to participate in cultural heritage management
  • methods for know-how transfer to municipalities

 Out of the GP a methodology should be developed how to involve the community to support cultural heritage protection.

TT5 Capacity for developing innovative and added-value activities for historical values in rural areas related with the enhancement of cultural heritage assets and landscapes

Thematic Topic 5 is related to the development and allocation of innovative and added-value activities aiming on the enhancement of cultural heritage assets and landscapes and on promoting a dynamic view of cultural heritage assets. Project partners identified a wide range of good practice examples from their regions and beyond. These examples show

  • activities to include important heritage as well as small heritage as an important value cultural heritage assets
  • innovative concepts for the (re-)use and also for the promotion of cultural heritage assets
  • innovative solutions to present cultural heritage and landscape to a wider public (applications for smart phones, virtual solutions etc.)

 Out of the GP identified guidelines on how to maintain cultural heritage through added-value activities can be developed.

TT6 Capacity for territorial development by on-place-based cultural values enhancement

Thematic Topic 5 is related to territorial development by on-place-based cultural heritage enhancement and project partners are searching for new methods or instruments to identify and the social and economic value of cultural heritage for regional development and make use of this potential. The good practice examples identified by the partners show

  • how cultural heritage can be seen as a resource in connection to the touristic promotion of a region
  • how to create interest in cultural heritage assets - what can sell as tourism package?
  • how to create an understanding in the society, local municipality and government for cultural heritage as an important aspect for territorial development
